How to Open an Offshore Office

By Hasib Howlader

Opening an offshore office can seem like an ambitious leap, especially for chartered accountants used to operating within their home countries. Until 2015, I thought it was something “other people do.” However, my journey of establishing an offshore office taught me a great deal, which I now share with you. Here's a guide based on personal experience for those looking to venture into this arena.

1. Starting the Journey: The Romanian Experience

My first step into the offshore world began when I hired a Romanian colleague. Her CV stood out because of her excellent English and attention to detail. I flew to Cluj-Napoca, Romania, and presented at her university. Initially, I would fly people back to the UK, train them in London, and then return them to Romania. It was expensive but worth it – they became part of the company’s culture.

However, opening an offshore office comes with challenges, including:

● Logistics: Accommodation, food, and travel require careful planning.

● Local knowledge: Understanding the local culture and law is key.

● Management: Having a manager in place to run operations locally is critical. Without one, I wouldn’t have been able to sustain our office over the years.

● Legal and tax hurdles: Navigating local laws and taxes can be difficult.

● IT struggles: Slower systems or issues with certain software can be frustrating, but solvable.

Ultimately, the Romanian office became successful, but it took patience, learning, and acceptance of some failures along the way. The COVID-19 pandemic, exchange rate shifts, and an 18-month global shutdown slowed down our expansion, but the foundations we laid were strong.

2. Moving to the Digital Era

By summer 2021, technology had transformed how we operated. With tools like Microsoft Teams, Zoom, Office 365, and strong VoIP systems (I use 8x8 integrated with MS Teams), we could now manage remote work more effectively. These tools are game-changers – even allowing you to redirect your mobile to your office number.

3. Establishing Efficient Systems

One of the most important things I’ve learned is to have a clear and consistent way of working throughout the company. Systems and processes are critical for smooth operations:

● Create a business “bible”: Standardise how things are done so new employees can adapt quickly.

● Local culture: I spent two years learning Romanian to connect with the local team and culture. It’s important to invest time in understanding your offshore location – people will be more receptive to you.

While people are generally supportive, you may occasionally encounter cynicism. Ignore the naysayers and focus on what you know works.

4. Focus on Web-Based Systems

Where possible, shift your operations to cloud-based and web-based tools. You should be able to set up a new office or staff member within an hour, with systems ready to go. Programs that require local installation can slow you down, which is why we’ve moved to online solutions like Hibooks, Xero and QuickBooks (QB Online). Avoid suboptimal solutions like those that need to be installed locally on a PC.

5. English Proficiency is a Must

A false economy is hiring offshore workers who can’t speak English well. This will hinder communication with clients and internal teams. Always hire employees with good English skills, or invest in English tutoring.

6. The Importance of Team Culture

To build a strong offshore team, you must create a system where junior colleagues can be trained quickly. Establish a buddy system where senior staff mentor new hires. It’s also important to organise social events to foster camaraderie and team spirit.

7. Recruitment and Retention

Recruiting offshore staff takes time and energy, and you will lose staff along the way. However, good recruitment practices and creating a supportive working environment will mitigate this risk. Offering financial benefits and career growth opportunities will go a long way in retaining talent.

8. Remote vs. In-Office Work

After comparing in-office, hybrid, and remote work across countries like Romania, Bangladesh, India, Mauritius, and South Africa, here’s the order I recommend for offshore financial services:

In-office
Hybrid
Remote

While remote work has become common, building a team culture and ensuring accountability is harder without a physical office. The financial services sector, in particular, benefits from having people on-site due to compliance and regulatory needs.

9. Multiple Offshore Offices?

It’s ideal to have more than one offshore office, so you’re not dependent on a single country. Different countries bring different advantages, depending on the type of work you need to do.

10. Organisation is Key

Be meticulous with your filing, fixed asset registers, contracts, and client documents. I’m migrating everything to SharePoint, which has been transformational for my business. When used correctly, cloud-based systems offer efficient organisation and collaboration.

11. Navigating Local Laws

Find good local accountants who can guide you through tax and legal requirements. This will save you significant headaches down the line.

Key Lessons Learned

Be Adaptive: If the business environment becomes hostile or uneconomic, be prepared to leave. There are always other countries to explore.
Expect Initial Losses: In the first two years, especially when factoring in your own time, expect some losses. Patience is key.
Focus on Employee Well-Being: Make your offshore workers’ lives as enjoyable as possible. Provide clear career paths, build a supportive culture, and monitor progress.
Hire Carefully: Finding the right local manager is critical. A good manager will help grow your offshore office, while a bad one could spell disaster.
Listen to Your Local Team: Empower your local managers and trust their judgment. They understand the local market and culture better than you.

Opening an offshore office can be challenging, but with the right planning, patience, and adaptability, it can be a rewarding experience for both your business and the local team. With these insights, I hope you feel more confident in embarking on your own offshore journey.
